The legend goes that the Jade Emperor, who was the ruler of heaven, decided to hold a race to determine which animals would be included in the zodiac. The rat was not a very fast runner, but he was clever and resourceful. He made a plan to hitch a ride on the back of the ox, who was a much faster runner.
